Criteria
Level 1 represents structured, introductory immersive learning experiences designed to help learners understand environments, processes, safety expectations, and foundational concepts through guided exploration rather than active simulation. These modules are built around a single controlled learning environment where the learner progresses through a clearly defined path with visual guidance, narration, instructional prompts, and simple information discovery.
The primary objective of Level 1 is orientation, awareness, and foundational knowledge transfer. Learners are introduced to real-world spaces, equipment, workflows, or sustainability concepts in a safe and highly accessible environment where the focus is understanding rather than performing. The experience is intentionally linear and predictable to reduce cognitive overload, improve learner comfort, and support broad accessibility across multiple devices and learner types.
These modules emphasize visual immersion, realism, and instructional clarity. They are commonly used for safety orientation, environmental awareness, procedural familiarization, introductory sustainable construction learning, and guided walkthroughs of physical spaces or job-site conditions. The learner is primarily observing, understanding, and recognizing rather than executing complex decisions or procedural tasks.
Level 1 is best suited for situations where consistency, clarity, accessibility, and fast deployment are more important than deep simulation complexity. It establishes the baseline production quality and learner experience expected across the XR program while remaining highly scalable and cost-efficient.
Criteria
Level 2 represents guided interactive simulations where learners move beyond observation and begin actively participating in structured tasks, controlled decisions, and step-by-step procedural learning. These modules still operate within a single primary environment, but the learner now engages with the content through purposeful actions, guided interactions, and moderate branching paths that simulate real-world decision-making.
The primary objective of Level 2 is competency development through active participation. Learners must respond to prompts, complete guided task sequences, make decisions, and experience controlled consequences based on their choices. This supports stronger knowledge retention and practical skill development while maintaining clear instructional boundaries and manageable complexity.
These modules are designed for role-based learning, scenario progression, troubleshooting exercises, material selection decisions, environmental evaluation tasks, and operational training where learners benefit from practicing judgment within a structured framework. The experience supports step-by-step tutorials, multilingual learning flows, branching decisions, and moderate user agency without becoming fully open-ended simulation.
Level 2 creates stronger engagement by allowing learners to “learn by doing” while still maintaining instructional control and predictable delivery. It is ideal for practical micro-credentials where learners must apply concepts rather than simply understand them. This level balances realism, instructional depth, scalability, and deployment efficiency for institutional learning environments.

Level 3 represents high-complexity immersive simulation environments built for advanced skill validation, operational readiness, and realistic procedural execution. These modules are designed for learners who must perform complex tasks, manage multi-step workflows, interact with tools and systems, and make decisions within realistic bounded scenarios that closely reflect real-world operational conditions.
The primary objective of Level 3 is performance readiness and competency validation. Learners are expected to actively execute processes, solve operational problems, navigate conditional outcomes, and demonstrate applied capability rather than simply complete guided learning steps. The experience supports deeper immersion, stronger learner agency, and significantly more realistic task ownership.
These modules are commonly used for equipment operation, warehousing, logistics, facilities workflows, technical maintenance, sustainable retrofit evaluation, and high-stakes decision environments where procedural accuracy and operational confidence matter. Learners interact with realistic environments, objects, systems, and conditional scenarios that simulate actual workplace responsibilities and consequences.
Level 3 is designed for situations where the value of training depends on realism, repetition, decision quality, and measurable readiness. It provides the highest level of immersion and instructional sophistication while remaining bounded to a defined operational scenario rather than unrestricted sandbox simulation. This level delivers the strongest business value where errors are costly, safety is critical, and workforce preparedness must be demonstrable.
